Speaking with various locals I understand that the city fell into heavy disrepair during the Soviet period after the Second World War.  Now EU funding has been allocated towards renovation of public spaces, and this in turn is encouraging private investment into real estate renovation to increase sale values.  As a result Budapest has enjoyed a property boom in recent years.
